If we are talking classic animation, yes that is done by drawing every single frame. On the PC there are programs where you set so called key frames and the program moves the models (puppets) from one state to the next. As for the second part of your question, the illusion of motion is created because our eye cant keep up with every single picture, so if you change the picture quickly enough (more than 16 pictures per second) it appears to be moving...
References :
I cannot answer for Disney, we used 80-100gsm unlaid cartridge paper with no watermark on the lightbox, and, rarely, layout paper (which is really too light and doesn’t register as well as the heavier cartridge but is good if you do not have a lightbox). This was for the testing stages before transferring the drawings onto cels. As mentioned you will need a peg bar and a peg bar punch which is an expensive buy but is cheaper in the long-run than buying pre-punched paper, you can buy adhesive strips of pre-punched tape as an alternative.
References :
Look at AnimeStudio and AnimeStudio Pro -- about half-price of Flash, and I like the Pro verison better. There is also Stickman, but I feel it is a bit overpriced. AnimeStudio has 'bones' which can help you animate shapes for talking or walking.

Good luck.
References :
http://my.smithmicro.com/mac/anime/index.html

Animators use special paper, the major distributor and manufacture is chromacolour http://www.chromacolour.com/

Chromacolour Prograde 18lb is one of the brand names and type. http://www.chromacolour.com/store/animation-paper-ca.htm

You can use regular paper or tracing paper if you are starting out. just make sure that the paper is punched or registered. You will also need a registration device like a peg bar or bull dog clip.

Simply put your drawings should not move around when drawing or capturing them.

There really is no standard of paper, it varies per studio. If you are working at a Disney TV studio it may just be regular paper that the artist punches with a hole punch machine (ACME Hole Punch ). Some artists prefer heavier paper and others more transparent and will often ask their production manger to purchase a certain type.

The hole punch machine (ACME Hole Punch) for someone starting out it terribly expensive and I would not recommend it unless you are running a business. Usually if you are a freelance artist or a student there will be one available to use if you choose not to get pre punched paper,
References :
Animator
