Where can I get good quality, legal, free photo clipart?

Online? Want to use it for a small publication. Are there sites that let me use clipart free?

    The Internet Archives
    The Library of Congress
    The Wikipedia, (note the Creative Commons licenses)
    Google has some royalty free or Public Use pictures.
    Then there is always your own mind and its camera.
