Clip Art is made in vector format to facilitate its ability to be resized and manipulated. You can edit the file in nearly endless possibilities with lossless scaling.

You can substitute digital imaging programs, like JASC Photoshop, but you’d have to make sure that you’re creating the artwork to scale. Also, becase it won’t be vector based, the edges will be pixelated and jaggy unless the resolution is higher than you need it to be for output.

The industry standard for vector-based graphics is Adobe Illustrator, which is designed for professional use and is priced accordingly.

My advice is to find a vector-based freeware or shareware program to get your feet wet and familiarize yourself with creating clip art from scratch.

combining paint and photofiltre is much better than photoshop, is user friendly for windows users, and photofiltre is free

You can try adobe illustrator...it lets you draw anything and add colors and other things to it. or GIMP which is a free downloadable program kinda similar to photoshop but easier
