What kind of paper do Disney animators use where they draw step by step and flip to make it move?

You can use regular paper or tracing paper if you are starting out. just make sure that the paper is punched or registered. You will also need a registration device like a peg bar or bull dog clip.
Simply put your drawings should not move around when drawing or capturing them.
There really is no standard of paper, it varies per studio. If you are working at a Disney TV studio it may just be regular paper that the artist punches with a hole punch machine (ACME Hole Punch ). Some artists prefer heavier paper and others more transparent and will often ask their production manger to purchase a certain type.
The hole punch machine (ACME Hole Punch) for someone starting out it terribly expensive and I would not recommend it unless you are running a business. Usually if you are a freelance artist or a student there will be one available to use if you choose not to get pre punched paper,

I cannot answer for Disney, we used 80-100gsm unlaid cartridge paper with no watermark on the lightbox, and, rarely, layout paper (which is really too light and doesn’t register as well as the heavier cartridge but is good if you do not have a lightbox). This was for the testing stages before transferring the drawings onto cels. As mentioned you will need a peg bar and a peg bar punch which is an expensive buy but is cheaper in the long-run than buying pre-punched paper, you can buy adhesive strips of pre-punched tape as an alternative.
