Often times they need to work on character design and story board items-plan that out good and thorough (again, if it's based of manga, the time frame here will be much different) and so on and so forth. Good animations take years to make-anywhere for 2-4 years, maybe more. But keep this in mind; fifteen minutes or even less of a rather poor quality show, already planned out, maybe be half put together already, takes easily two weeks.
