How can i reduce an animated picture image file size?

Well i want to use an animated picture for my msn display picture. It is a GIF image which is about 400KB, however msn messenger only allows pictures up to 200KB. I tried ways of reducing the size but when i do, the animation stops. So is there a way i can reduce the image to at least 200KB WITHOUT it stopping the animation?

You can take the picture and scan it on your computer and it will then put what size you want it and then print it out or put it where you want it.
