which is the best software for drawing with pen and tablet? I want to draw comics and animate with flash?

I am looking for a software to draw a sketch using my tablet pen-partner, then ink the drawing and then import it to flash and animate it as vector. Which is the best software for this?Also, if I want to draw a comic strip which is the best software?

Do it all in Flash, save yourself some steps.
